The Role
An exciting opportunity exists for a motivated APS 6 Business Manager to join a dynamic and collaborative team supporting the delivery of health care services to Australian Defence Force (ADF) personnel within a Garrison Health Headquarters based at Campbell Park, ACT.
Provide highlevel business management oversight and professional guidance to Business Manager teams across eight Joint Health regions, ensuring consistent application of policies, procedures and governance frameworks.
Support the Deputy Director National Operations in the coordination, planning and delivery of business and operational functions that enable effective healthcare service delivery including risk management, assurance activities.
Lead and coordinate financial management activities, including budgeting, forecasting, monitoring expenditure, and ensuring compliance with APS and Defence financial accountability requirements.
Oversee and support workforce and recruitment processes (APS, ADF and contractors) in collaboration with regional teams.
About our Team
Joint Health Command (JHC) is responsible for the delivery of healthcare services to more than 70,000 Australian Defence Force (ADF) personnel, both domestically and on overseas.
Healthcare services are delivered through Defence Health Centres located across eight regions throughout Australia. ADF members access a comprehensive range of health services, including medical, nursing, dental, physiotherapy, mental health, rehabilitation and in?patient care. Where required, JHC also facilitates referrals to external providers for specialist or extended healthcare services.
JHC operates through an integrated, multi?disciplinary workforce comprising ADF members, Australian Public Service (APS) staff and contracted health professionals.
The role sits within the National Operations branch, which includes operational, planning, executive and administrative staff. The team supports the consistent and effective delivery of healthcare services across JHC, ensuring compliance with governance requirements while meeting operational demands.
Our Ideal Candidate
Our ideal candidate will be a confident Business Manager with excellent verbal/written communication skills who will proactively engage with a range of key stakeholders to improve processes, optimise outcomes and ensure high quality corporate governance.
Able to monitor and manage contract administration, performance and risks against the ADF Health Services Contract, they should contribute to appropriate action, initiating and recommending mitigation strategies to ensure compliance with mandatory requirements.
They should have a nuanced understanding of the complex ADF, APS and contracted health professional workforce and be poised to respond to complex HR inquiries / contract management issues, and identify the most appropriate solutions.
The successful candidate should be able to proactively problem solve through analysis of alternative courses of action and their implications.
They should have the requisite IT data extraction skills and policy understanding to collect, collate, analyse and report relevant data and communicate the short, medium and long term implications for the workforce.
As a designated supervisor, they should be willing to share expertise, guide and mentor more junior staff.
